What a paper road is
An unformed legal road, often called a paper road, is a public road that has not been built. It exists on the survey plans as legal road, but on the ground it can look like a paddock, a fence line, a strip of bush or a riverbank.
A block can have a long boundary with legal road and still have no road you could drive on. That’s the case this guide is about: blocks where every metre of road frontage in the records is unformed.
How common it is
Across New Zealand, 20,215 blocks (5.0%) have road frontage only to unformed legal road. The share is highest in West Coast (15.0%), Marlborough (12.2%) and Tasman (11.2%).

Why it matters
Whether a paper road gives practical access is a physical and legal question for a surveyor or lawyer. It may be steep, wet or overgrown.
Herenga ā Nuku Aotearoa, the Outdoor Access Commission, maps unformed legal roads and publishes guidance on public access to them: herengaanuku.govt.nz. The council that manages the road is the one to ask about using or forming it.
How Lotline finds them
We compare each block’s boundary with LINZ’s road parcels. A road parcel counts as frontage when it shares at least 5 m of boundary with the block (within 0.5 m, or 2 m for a less certain match). A road parcel is unformed when Herenga ā Nuku Aotearoa classifies it as an unformed legal road: that is their classification, not ours. Every finding in a report records the rule, the source records and the date we read them.
What the records can’t tell you
Records lag the ground. A paper road can already have a farm track on it, and a road that has been built can still be recorded as unformed. A block with no legal road frontage at all is a different case, covered in the guide on blocks with no road frontage. Check the ground, and ask the council.
